Microsoft chief executive Satya Nadella said on the company’s fiscal 2027 first-quarter earnings call on 28 October 2026 that Microsoft is focused on three things: “designing AI to empower people, ensuring every organization has sovereignty over its own learning, and building trust with controls that ensure agent safety and security,” according to a machine transcript of Microsoft’s webcast.
By our count of the quarter-on-quarter growth figures he gave in his prepared remarks, the largest sat under the third priority: “Customers have used Microsoft Purview to audit over 7.6 billion agent activities to date, up 5x quarter over quarter.”
Business Pill · The Model and the Harness
An evergreen Business Engineer explainer on the difference between an AI model and the harness around it. It explains the general idea only and does not discuss Microsoft’s results.
The key insight: Of the quarter-on-quarter growth figures Nadella gave, the largest, by our arithmetic, sat under his third priority: agent activity audited in Purview, up 5x in a quarter, against nearly 50% for Copilot daily users.
The Three Priorities
Microsoft’s results release of 28 October carries the same framing in Nadella’s quote: “By helping organizations build and own their own intelligence, and earning trust through agent safety and security, we are translating our innovation into growing adoption and real-world impact across every industry.”
The transcript renders the second priority as sovereignty over an organization’s “own learning”. The release says “build and own their own intelligence”, and later in the same remarks Nadella said Foundry “helps organizations build learning loops grounded in their business context”. The transcript is machine-made, so the exact word may differ in Microsoft’s official version.

Designing AI to Empower People
Under the first priority, Nadella described Copilot. “Daily users are up nearly 50% quarter-over-quarter, and over 5x year-over-year,” he said, and “The number of customers with more than 50,000 Copilot seats increased over 8x year-over-year.” He said Volkswagen “announced plans to deploy Copilot to more than 330,000 employees”.
He also described a pricing change: “Our business model is expanding from per-seat subscriptions to include consumption”, adding that “The number of Copilot customers actively consuming credits through usage-based billing grew over 75% over the quarter.” On GitHub, he said “agents now open more than a third of all PRs on the platform.”
Sovereignty Over Its Own Intelligence
The remarks tied ownership of intelligence to Foundry and data. “We now have over 120,000 Foundry customers with revenue more than tripling year over year,” Nadella said, and “the number of customers building agentic solutions with multiple models increased 5x year over year and revenue from open source models on Foundry increased 10x.”
He said Microsoft is making the harness behind its own Copilot available in Foundry “while preserving their choice of model”, and that “We now have 44,000 paid fabric customers, up more than 50% year over year.” He added: “Nearly 60,000 customers are accessing context across Microsoft IQ up 25% quarter over quarter.”
In the machine transcript, the word “sovereignty” appears once, in the opening framing. The remarks set out this priority through ownership of models, agents and data rather than through cloud regions.
Building Trust With Controls
“Our approach is to separate intelligence from authority, enforcing identity, permissions, monitoring, and containment outside the model itself,” Nadella said. “Over 50 million agents are now in the registry up over 30% quarter over quarter,” he said of Agent 365.
He said Microsoft “introduced teams of guardian agents that continuously monitor agent activity to help prevent unsafe actions before they occur”, and that “GitHub advanced security revenue increased over 50% year-over-year”. The Purview figure, 7.6 billion agent activities audited to date and up 5x in a quarter, is the third priority’s headline number.
How Google Framed Trust
Alphabet chief executive Sundar Pichai, speaking on Alphabet’s call the same day according to a caption transcript, said: “As AI becomes more personal and starts taking action for people and businesses, trust and security matter more than ever.”
“People already put their trust in Google to get things done in their daily lives, and our leadership here remains an important differentiator,” he said. On chips, he said Alphabet views its TPU systems “as an important platform we are building”.
By Our Count
Converting the quarter-on-quarter figures Nadella gave into multiples of the prior quarter, by our arithmetic: audited agent activity 5x, Copilot customers consuming credits more than 1.75x, Copilot daily users about 1.5x, agents in the Agent 365 registry more than 1.3x and customers using Microsoft IQ context 1.25x. Two of the five belong to the trust priority, including the largest.

The Structural Read
As we read the remarks, two of the three priorities, ownership of intelligence and trust with controls, are described through products Microsoft sells to organizations: Foundry, Fabric, Agent 365 and Purview.
Nadella described the third priority as separating “intelligence from authority”, with identity, permissions, monitoring and containment enforced outside the model itself.
Pichai framed trust on Alphabet’s call the same day as a differentiator for agents acting for people, saying “trust and security matter more than ever.”

Three Implications
FOR PEOPLE Nadella said Copilot daily users are up nearly 50% quarter-over-quarter and customers with more than 50,000 seats increased over 8x year-over-year.
FOR OWNERSHIP OF INTELLIGENCE He said Microsoft has over 120,000 Foundry customers with revenue more than tripling year over year, and 44,000 paid Fabric customers.
FOR TRUST WITH CONTROLS He said over 50 million agents are in the Agent 365 registry and Purview has audited over 7.6 billion agent activities, up 5x quarter over quarter.
The Business Engineer Lens
This story maps onto the Business Engineer framework The Agentic Harness War.
The framework argues: “It is about controlling the operating layer through which autonomous work is delegated, orchestrated, and governed.”
Nadella’s third priority, trust with controls, describes such a layer: an agent registry, identity and permissions outside the model, and audit of agent activity. The framework does not discuss these Microsoft figures.
What Is Not Established
The quotes come from a machine transcript of Microsoft’s webcast, not Microsoft’s official transcript, which was not available when this was written. The transcript also names a security product as “perception”, which may be a misheard product name, so this piece does not name it.
Microsoft did not assign each metric to a priority; the grouping in the chart is ours. The Purview figure counts audits to date, and Microsoft gave no revenue figure for Agent 365 or Purview on the call.
The Bottom Line
Nadella named three priorities: empowering people, ownership of intelligence and trust with controls. Of the quarter-on-quarter growth figures he gave, the largest was in agent activity audited in Purview, up 5x in a quarter to over 7.6 billion, against nearly 50% for Copilot daily users.
