It argues that governance belongs in that layer, not in the prompt: the context layer, built properly, is a governed store of facts with provenance and permission attached, which is a graph.
Computation grows with the square of the window’s length, so a window twice as long costs roughly four times as much to read.
A fact retrieved by traversal arrives with its neighbors and provenance in a few hundred tokens; the same fact retrieved by similarity arrives as several thousand.
A rule written in a prompt is a request. A rule enforced in the layer that decides what enters the window is structure.
