Taiwan’s Ministry of Economic Affairs investment commission on 28 October approved Powertech Technology’s US$400 million investment to set up XCIP Technologies, a Singapore joint venture with Broadcom, according to Economic Daily News and United Daily News. The venture is to provide panel-level advanced packaging, assembly and final testing services.
Economic Daily News reports that Powertech expects to hold 30% and will put the money in stages as the plant is built. By our arithmetic, the US$400 million is about 26% of the NT$50 billion (US$1.55 billion) capital spending plan Powertech set for 2026, as reported by the Taipei Times.

Business Pill · Vertical Integration
An evergreen Business Engineer explainer on vertical integration. It explains the general idea only and does not discuss Powertech, Broadcom or this venture.
The key insight: By our arithmetic, Powertech’s US$400 million for XCIP Technologies is about 26% of the NT$50 billion capital spending plan the Taipei Times reported for its 2026 year.
What Was Approved
Economic Daily News, in a 28 October report by Li Meng-shan, says the commission cleared the investment of US$400 million, about NT$12.8 billion, in XCIP TECHNOLOGIES PTE. LTD. It describes the venture’s business as panel-level advanced packaging, assembly and final testing, and reports Powertech’s expected stake at 30%.
Anue (cnyes) lists the Powertech case among the overseas investments the commission approved the same day. United Daily News, in a report by Chien Yung-hsiang, says Powertech has mainly packaged and tested memory chips and is expanding into advanced packaging to reduce its reliance on the memory cycle.

What Powertech Said in July
Focus Taiwan (CNA) reported on 18 July that Powertech’s board had approved the project in a statement posted on the Taiwan Stock Exchange, and that the venture “will focus on the development of additive finger-geometry redistribution layer technology”. The Taipei Times reported that the investment “was made in response to rising demand from an international customer”.
The Taipei Times also reported that Powertech “did not provide financial details about its part in the venture” at the time, and that it plans monthly capacity of 3,000 panels, each measuring 510mm by 510mm, at its Hsinchu fab in a first phase. Focus Taiwan reported that Powertech said its operations in Taiwan will continue to focus on core technologies and critical intellectual properties.
Why Panels
United Daily News describes panel-level packaging as using large rectangular panels instead of round wafers, which can raise the number of chips handled per run and lower unit packaging cost. It also lists warpage control over large areas, process uniformity, alignment and yield as the hurdles to volume production.
TokenPost, citing SemiAnalysis, reports that ASE and its subsidiary SPIL are working with AMD on panel packaging for AMD’s Venice CPU, with initial volume production targeted for the first quarter of 2027. That is a separate project from the Powertech venture.
What the X Post Adds
A post by the @MilkRoadAI account on X says the total planned investment in the venture is $5.66 billion, according to Powertech’s filing with the Taiwan Stock Exchange; that one panel can hold about 45 of the largest AI chips against 8 or 9 on a wafer; and that AMD is the first customer, expected to receive chips packaged this way in the second half of 2027. We did not find those figures in the Taiwanese reports we read or in Powertech’s July statement as reported.
The Structural Read
As we read the Taiwanese reports, the approval moves a July board decision into a licensed overseas investment: the venture is cleared for panel-level advanced packaging, assembly and final testing in Singapore.
As we read United Daily News, the venture is part of Powertech’s move from memory packaging toward advanced packaging; the paper says that shift is meant to reduce its reliance on the memory cycle.
By our arithmetic, if the US$400 million buys the 30% stake Economic Daily News reports, the venture’s equity would be about US$1.33 billion; that assumes all partners pay the same price, which no source states.

Three Implications
FOR BROADCOM’S SUPPLY CHAIN Economic Daily News reports Broadcom as Powertech’s partner in the venture; Broadcom has not commented in the reports we read.
FOR POWERTECH IN TAIWAN Focus Taiwan reported that Powertech said its operations in Taiwan will continue to focus on core technologies and critical intellectual properties.
FOR PANEL PACKAGING United Daily News lists warpage control over large areas, process uniformity, alignment and yield as the hurdles to volume production of panel-level packaging.
The Business Engineer Lens
This story maps onto the Business Engineer framework AI’s Geopolitical Chokepoint.
The framework argues: “The digital economy rests on a physical foundation that most people in that economy never see.”
As we read it, a packaging venture approved by an investment commission is that physical foundation in a filing: where chips are assembled and tested, and by whom. The framework was published in December 2025 and does not discuss Powertech, Broadcom or this venture.

What Is Not Established
The 30% stake comes from Economic Daily News; neither Powertech nor Broadcom has confirmed it in a statement we read. Our implied venture equity of about US$1.33 billion, the US$400 million divided by 30%, assumes the stake is bought at the same price as the rest. The $5.66 billion total, the AMD customer and the second-half 2027 delivery date are claimed only by the X post; they are not in the Taiwanese reports we read or in Powertech’s July statement as reported.
Broadcom has not commented in the reports we read.
The Bottom Line
Taiwan has cleared Powertech’s US$400 million investment in XCIP Technologies, its Singapore panel-level packaging venture with Broadcom, according to Economic Daily News and United Daily News. By our arithmetic, that is about 26% of Powertech’s 2026 capital spending plan; the venture’s total size and customers appear only in an X post, not in the Taiwanese reports we read.

A note on sourcing. The approval, the US$400 million figure, the 30% stake and the venture’s business come from Economic Daily News and United Daily News (28 October 2026, in Chinese; translations ours) and Anue’s list of approvals. Powertech’s July statements come from Focus Taiwan (CNA) and the Taipei Times. The $5.66 billion, chips-per-panel and customer figures are attributed to the @MilkRoadAI X post. Shares and the implied venture size are our arithmetic.
