Apple Sets 18+ Floor for AI Romance Apps With $162.8M in H1

Apple will give any app that offers “a virtual companion that engages a user in sexual or romantic content” a minimum age rating of 18+, the company told developers on 2 November. Apple said that from 16 November its App Store Connect age rating questionnaire adds a new “Dating and Relationships” descriptor, and that all apps must complete the declarations by 12 January 2027.

The rule reaches a category that took $162.8 million of consumer spending in the first half of 2026, according to Appfigures data reported by Decrypt in July, across 214 NSFW and romantic AI companion apps on Apple’s App Store and Google Play. Apple’s current age-rating table lists infrequent sexual content under 13+, so for an app in that position the new floor sits five years higher, by our comparison.

The key insight: Apple’s new descriptor sets a minimum App Store age rating of 18+ for apps with a virtual companion that engages a user in sexual or romantic content. Romantic and NSFW AI companion apps took $162.8 million in the first half of 2026 across both major app stores, according to Appfigures data reported by Decrypt.

What Apple Changed

Apple said App Store Connect “will include new content descriptors to help ensure your app’s age ratings accurately reflect its features and are in accordance with local regulations”. Developers will have to declare whether their app includes two things.

The first is Shared Location, defined as “Sharing of real-world location with another person or group”. The second is Dating and Relationships: “Features that enable dating or relationship connections between real people and/or a virtual companion that engages a user in sexual or romantic content”.

The consequence is spelled out in one line: “Apps that include Dating and Relationships receive a minimum age rating of 18+”. Shared Location, by contrast, “may not have an impact on their minimum age rating in some regions”, Apple said.

Apple’s notice does not mention artificial intelligence or chatbots. Its term is “virtual companion”, and the same descriptor also covers dating apps that connect real people.

The lowest App Store age tier at which Apple’s current table lists each kind of sexual or suggestive content, against the 18+ minimum for apps that declare the new Dating and Relationships descriptor (from 16 November 2026; all apps by 12 January 2027). For an app in the 13+ tier, the floor rises five years, by our comparison.

The Deadline and Brazil

Developers must provide the declarations “when submitting an app update or making changes to your age rating questionnaire”, Apple said, and “All apps must have these declarations completed by January 12, 2027”. That leaves 71 days from the notice to the deadline, and 57 days from the 16 November start, by our arithmetic.

Brazil gets its own treatment. Apple said local regulations there require an A16 rating for Shared Location and an A18 rating for Dating and Relationships. Developers who believe their app qualifies for a lower rating in Brazil can request an official rating from the country’s Ministry of Justice and Public Security, Apple said.

Where the 18+ Floor Sits

Apple’s age-rating reference lists five tiers: 4+, 9+, 13+, 16+ and 18+. It places “Infrequent sexual content or nudity” under 13+, “Frequent mature or suggestive themes” under 16+ and “Frequent sexual content or nudity” under 18+.

The same page says the age rating is a required field used for parental controls, which it says “enable parents and guardians to establish a safe online environment for children”. Content Apple lists as “Infrequent or Frequent graphic sexual content and nudity” falls under Unrated and cannot be published on the App Store at all.

The change follows a 16 October update to the App Review Guidelines. That update said content moderation rules now explicitly cover nonconsensual intimate imagery, “including imagery generated using AI tools”, and that apps which change after approval are subject to removal.

The Money in Romantic AI Companions

According to data Appfigures gave Decrypt, NSFW and romantic AI companion apps have generated 165.3 million downloads and $427.3 million in consumer spending worldwide since the launch of ChatGPT in late 2022. The firm counted 214 such apps, which took $162.8 million in the first half of 2026.

Zeta ranked first in that half with $33 million, followed by Tipsy Chat with $15.2 million, ChatBox with $13 million, Crushie AI with $8.8 million and Emochi with $7.5 million. Zeta alone is about a fifth of the category, and the top five together are $77.5 million, or 47.6%, by our arithmetic.

General, or PG, companion apps had nearly twice as many downloads but brought in $164.8 million, almost the same as the romantic group, Decrypt reported. Appfigures said its figures are “gross consumer spending before Apple/Google extract their platform fees, typically 30%”, and they exclude web-only platforms such as Joi AI, Candy AI and SpicyChat AI.

The Structural Read

As we read the notice, Apple is using the age rating rather than a ban. The App Store already excludes graphic sexual content; the new descriptor moves romantic companion apps that stay inside the rules to the top tier.

As we read Apple’s reference page, the rating is the input to parental controls. That puts the declaration, made by the developer in App Store Connect, upstream of the settings parents and guardians use.

Three Implications

FOR COMPANION APP MAKERS Apple says every app must complete the new declarations by 12 January 2027, and on any update before then.

FOR DATING APPS The same descriptor covers dating or relationship connections between real people, so it is not limited to AI companions, according to Apple’s definition.

FOR THE CATEGORY Appfigures counted 214 romantic and NSFW AI companion apps and $162.8 million of spending in the first half of 2026, Decrypt reported; the top five took 47.6%, by our arithmetic.

The Business Engineer Lens

This story maps onto the Business Engineer framework Inside Anthropic’s Permission Layer.

The framework describes the governance layer this way: “The governance layer sits at the intersection of capability, regulation, national security, access control, and geopolitical alignment. It is where decisions are made about who gets access to frontier intelligence, under what conditions, and for which purposes.”

As we read it, an app store age rating is a consumer-facing version of that access control: Apple, not the model maker, sets the conditions under which a companion app reaches a user. The framework does not discuss Apple, app age ratings or companion apps.

What Is Not Established

Apple did not name any app or company, and it did not say how it will check that declarations are accurate. Its notice does not say whether an 18+ rating will require any form of age assurance. We do not know how many of the 214 apps Appfigures counted meet Apple’s definition, nor how much of the $162.8 million was spent on the App Store rather than Google Play. Appfigures sorted apps using store metadata, descriptions, age ratings and romance-related terms, Decrypt reported.

The Bottom Line

Apple says that from 16 November an app with a virtual companion that engages users in sexual or romantic content must declare it and receives a minimum rating of 18+, with every app to answer by 12 January 2027. Romantic AI companion apps took $162.8 million in the first half of 2026 across both major stores, according to Appfigures, and for an app now in Apple’s 13+ tier the floor rises five years, by our comparison.
