Germany’s economy minister Katherina Reiche said in Berlin on 23 October 2026 that the government wants to keep competitive refining capacity in the country, dpa-AFX reported, and she started a dialogue with the industry to draw up a refinery strategy. The same day, Germany’s oil stockpiling agency EBV issued a tender to sell diesel, heating oil and crude oil from its strategic reserves, according to a document, Newsquawk reported.
Reiche put the problem in numbers: of the roughly 100 refineries running in Europe in 2009, 30 have been closed or converted, she said, per dpa-AFX. That is about 30% by our arithmetic. The story reached us through a post by commodity trader Jack Prandelli; one of its claims, on BP’s Gelsenkirchen refinery, is out of date, as set out below.
Business Pill · EMBEDDED DEPENDENCY
A short Business Engineer explainer on embedded dependency: what is inside what you buy. It teaches the general idea only and says nothing about any refinery in this piece.
The key insight: As we read it, Berlin is now treating refineries as strategic infrastructure for industry as well as fuel: the economy ministry calls keeping that capacity a “strategische Prioritรคt” of industrial policy, per dpa-AFX.
What Berlin Said
dpa-AFX quotes Reiche in German: “Wir wollen wettbewerbsfรคhige Raffinerienkapazitรคt in Deutschland erhalten.” In our translation: we want to keep competitive refining capacity in Germany. She called refineries part of a strategic infrastructure and warned against shifting value creation and security elsewhere in the world, dpa-AFX reports.
She tied the closures to imports. “Wir haben Raffinerien geschlossen und das Ganze gegen Importabhรคngigkeit eingetauscht,” she said, per dpa-AFX; in our translation, we closed refineries and traded the whole thing for import dependence. When Gulf deliveries failed in the spring, Europe lost a quarter of its diesel and kerosene supply, she said, and today almost half of diesel imports come from the US; the report does not say whether she meant Germany or Europe.
The economy ministry says Germany has 11 refinery sites with a processing capacity of a good 92 million tonnes of crude a year, and called keeping that capacity a strategic priority of industrial policy, per dpa-AFX. Results from working groups on the strategy are expected in the first quarter of 2027, the report says.
Michael Vassiliadis, chair of the chemical workers’ union IGBCE, said refineries are far more than producers of petrol, diesel or heating oil, and called for reform of EU emissions trading, dpa-AFX reports. Christian Kรผchen, chief executive of the fuels association en2x, called the strategy enormously important for supplying Germany with energy for transport and heat and with key raw materials.
Prandelli’s post renders Reiche’s remark in English as “Whoever loses the refinery loses not only the supply for the gas station, but above all for the chemical complex.” Bloomberg ran the story under the headline “Germany Wants to Stop More Oil Refinery Closures as Costs Mount”; we read the headline only.

What Was Posted on X
Jack Prandelli posted the story on X with his own figures: Shell stopped processing crude at its 140,000 barrel-a-day Wesseling refinery last year, Scotland lost Grangemouth (150,000 barrels a day), Russian diesel exports hit a decade low and Gulf fuel exports run at about half of normal. He argues that Europe chose to import its diesel and jet fuel and that the imports are now the problem. The piece gives the current position on Gelsenkirchen.
The Reserve Sale
Newsquawk reported on 23 October that “Germany’s oil stockpiling agency EBV issued a tender on Friday to sell diesel, heating oil and crude oil from its strategic reserves, according to a document.” The headline gives no volumes or closing date. Newsquawk’s own note says tenders of this kind are typically routine rotation, and that nothing in the headline signals a policy-driven release.
In July the agency was buying: Bloomberg reported on 7 July under the headline “German Oil Stocking Agency Says It’s Refilling Strategic Reserve”. Oil prices rose on the day of the tender. Brent settled $3.55 higher at $116.72 a barrel on 23 October, per Newsquawk, which cited a lack of diplomatic progress between the US and Iran, continued attacks on vessels in the Strait of Hormuz and retaliatory strikes between the Houthis and Saudi Arabia.

What the Post Says, and One Correction
Prandelli writes that Shell stopped processing crude at its 140,000 barrel-a-day Wesseling refinery last year, that Scotland lost the 150,000 barrel-a-day Grangemouth refinery, that Russian diesel exports are at a decade low and that Gulf fuel exports run at about half of normal. Those figures are his; we did not check each against a primary.
His post also says BP’s Gelsenkirchen refinery has been “up for sale since early 2025 with no buyer.” That is out of date. bp said on 3 August 2026 that it had completed the sale of Gelsenkirchen to Klesch Group. It had agreed the deal on 19 March 2026. bp gives the refinery 265,000 barrels a day of crude distillation capacity, against 250,000 in the post.
It says the site produces petrol, diesel, jet fuel, heating oil and “more than 50 other products, primarily for the chemical industry.”
Connecting the Coverage
Our gold piece reported Goldman Sachs’ estimate, via Fortune, that central banks bought 79 tonnes of gold in August, against a pre-2022 average of 17 tonnes a month. Our markets piece reported that the selloff in AI stocks on 22 October reached bonds, credit spreads and gold by the next morning. Our Gulf piece reported Iranian security official Mohsen Rezaei saying that oil facilities, undersea cables, data centres and AI facilities could be targets in a new war.
What’s new here: the same day Reiche spoke, EBV issued a tender to sell from the reserves; Newsquawk’s note says such tenders are typically routine rotation.
The Structural Read
As we read it, the minister’s own numbers frame the issue as dependence, not price: she said Europe closed or converted 30 of about 100 refineries since 2009 and “das Ganze gegen Importabhรคngigkeit eingetauscht”, traded it for import dependence, in our translation.
As we read it, the union’s demand shows where the cost pressure is: IGBCE’s Michael Vassiliadis called for reform of EU emissions trading, and dpa-AFX reports rising burdens on refineries from it.
As we read it, the reserve tender is a separate signal whose purpose is not yet known: Newsquawk’s own note says such tenders are typically routine rotation, and we did not see the tender document.

Three Implications
FOR CHEMICAL MAKERS bp says the Gelsenkirchen site makes “more than 50 other products, primarily for the chemical industry”; the economy ministry says refineries supply key raw materials for numerous industries, per dpa-AFX.
FOR REFINERY OWNERS dpa-AFX reports that results from the working groups on a refinery strategy are expected in the first quarter of 2027.
FOR FUEL BUYERS Reiche said almost half of diesel imports now come from the US, from established partners, but that this is also a new dependence, per dpa-AFX.
The Business Engineer Lens
This story maps onto the Business Engineer framework AI’s Geopolitical Chokepoint.
The framework argues that “the real strategic advantage lies buried in processing facilities most tech executives have never visited, handling materials most engineers never think about.”
As we read it, a refinery is that kind of processing facility for fuels and chemical feedstocks, which is how Berlin now describes it. The framework is about the minerals and processing behind AI and does not discuss refineries or Germany.
What Is Not Established
We did not read Bloomberg’s article on Reiche or the EBV tender document. The tender’s volumes, closing date and purpose are not in the headline we read. dpa-AFX lists no specific measures for keeping refineries open. It says results from the working groups are expected in the first quarter of 2027. The Wesseling and Grangemouth figures and the trade-flow figures in Prandelli’s post are his.
The Bottom Line
On 23 October 2026 Germany’s economy minister called refineries strategic infrastructure and said Europe has closed or converted 30 of about 100 refineries since 2009, while the country’s stockpiling agency put diesel, heating oil and crude from its reserves up for sale.

A note on sourcing. This piece is based on dpa-AFX’s German-language report of 23 October 2026, read in full (the translations are ours); Newsquawk’s 23 October headlines on the EBV tender and the oil market; and bp’s 3 August 2026 press release on Gelsenkirchen. We read Bloomberg’s headlines only and did not see the EBV tender document. Jack Prandelli’s X post brought the story to us; the figures we could not check are attributed to him. The 30% share is our arithmetic. Nothing here is investment advice.
