Google UK Lets Prospect Reach 7,000 Staff; 2 Unions Object

Google UK has signed an access agreement with the Prospect union, which Novara Media reported on 4 November covers its 7,000 UK workers, excluding DeepMind staff. Two other unions, Unite and the Communication Workers’ Union (CWU), say Google gave access to Prospect over them; Novara reported their joint statement calling the deal one for only “occasional meetings and an internal page”.

The agreement follows a new UK right for unions to access workplaces, which came into force on 30 October. Prospect announced the Google deal on 2 November, three days later, according to Novara.

Business Pill · Concentration

An evergreen Business Engineer explainer on concentration, when a few big pieces make the total. It teaches the general idea only and does not discuss Google or unions.

The key insight: Google UK gave Prospect an access agreement for its UK employees, excluding Google DeepMind, three days after the UK right of union access began on 30 October, while a joint request from Unite and the CWU sits in a response and negotiation window of up to 40 days, by our arithmetic from Novara Media’s report.

What the Agreement Covers

In its announcement, Prospect said the agreement gives it “the right to speak to Google employees in the UK”. It said it will be able to connect with Google workers “both physically and digitally, including running sessions on trade union membership at Google’s workplaces, including Kings Cross”.

A Google spokesperson said: “To comply with the new UK workplace legislation, we have established a structured access agreement with Prospect Union for Google UK’s employees”. Novara quoted the statement as saying this was “not including Google DeepMind”.

Where AI Comes In

Prospect General Secretary Mike Clancy said tech workers deserve a stronger voice “whether that is over bread-and-butter trade union issues like pay and flexibility, AI deployment or workplace culture”.

A Google UK software engineer and representative of the United Tech and Allied Workers branch, speaking to Novara anonymously, said organisers had “demanded a stronger, worker-led regulation on Google and DeepMind’s AI direction”. Prospect told Novara its agreement “does not include Google DeepMind where other unions are making a recognition bid”.

The Objection

According to Novara, Unite and the CWU put in an access request at midnight on 30 October and received an acknowledgement from Google on 3 November. Employers have 15 days to respond and a further 25 days to negotiate, Novara wrote, up to 40 days in all by our arithmetic. The two unions allege that Prospect breached a Trades Union Congress principle on organising where another union is active.

A Prospect spokesperson told Novara: “These allegations are false and seem designed to undermine union organising at Google”. Novara also reported that Prospect has a similar agreement with Meta, which employs roughly 5,000 people in the UK.

Connecting the Coverage

This follows our report that Google expanded voluntary buyouts to five countries, with Cloud and DeepMind excluded from past offers. We have also covered SUSE’s plan to cut about 10% of staff and the information sector’s record-low share of US job openings.

The Structural Read

As we read the two statements, the contest is over who speaks for Google’s UK staff, and AI is on the list: Prospect’s leader names AI deployment, and a rival union organiser names Google and DeepMind’s AI direction.

As we read the carve-out, both Google and Prospect leave Google DeepMind out of the agreement; Prospect says that is where other unions are making a recognition bid.

“Tech workers deserve a stronger voice at work, whether that is over bread-and-butter trade union issues like pay and flexibility, AI deployment or workplace culture.”

Three Implications

FOR GOOGLE Google says it set up the agreement to comply with the new UK workplace legislation, according to Prospect’s announcement.

FOR UNITE AND THE CWU Novara reports that Google acknowledged their request on 3 November, with 15 days to respond and 25 to negotiate.

FOR PROSPECT Prospect says the agreement lets it run membership sessions at Google workplaces, including Kings Cross, and calls the rival unions’ allegations false.

The Business Engineer Lens

This story maps onto the Business Engineer framework The Agentic Harness War.

The framework says: “The constraint is access to systems, management expectations, workforce skill, and review processes — the complements, not the engine.”

As we read it, who represents workers when AI is deployed is one of those complements, and at Google UK two union camps now contest it. The framework does not discuss Google or unions.

What Is Not Established

Neither Google nor Prospect has published the text of the agreement, and the 7,000 figure and the unions’ statement come from Novara. Google has not said how it will answer the Unite and CWU request, and the allegation of a breach of TUC principles has not been ruled on.

The Bottom Line

Google UK has given Prospect an access agreement for its UK employees, excluding Google DeepMind, three days after a new legal right of access began; Unite and the CWU, whose request Google acknowledged on 3 November, object, and Prospect calls their allegations false. Prospect’s leader lists AI deployment among the issues it wants a voice on.

A note on sourcing. The agreement’s terms, Mike Clancy’s comments and the Google statement are from Prospect’s announcement; the 7,000 figure, the dates, the Unite and CWU statement, the anonymous Google engineer and the Prospect spokesperson are as reported by Novara Media on 4 November 2026. We did not contact Google, Prospect, Unite or the CWU. The 40-day total is our arithmetic.
