Bill Gates said on CNN’s State of the Union with Jake Tapper on Sunday, 11 October, that cyberattacks are the front where AI’s dangers will show up most visibly over the coming year. In his words: “The front that we will probably see most dramatically in the next year is cyberattacks.” He said the real danger right now is bad actors using models with their safeguards taken out, not AI getting out of control.
The Microsoft co-founder also said he expects the AI industry to stop being its own only check. “I think, over the next year, we will move beyond self-governance,” Gates said, adding that he expects safety groups like those for planes, cars and medicines.
Business Pill · ATTACK SURFACE
A one-minute explainer of the attack surface: every point where a system can be reached from outside. It teaches the general idea only and says nothing about any person or organisation in this story.
The key insight: As we read it, Gates moved the near-term question from what a model can do to who runs it and with what removed. In his account the danger in the coming year is a known extortion and disruption business model meeting the latest models with their safeguards stripped, which makes cyber the first test of whether self-governance holds.
Why He Puts Cyber First
Tapper asked how soon an AI-enabled bioterror attack could happen, citing Gates’s earlier statement that the risk is now 50 times that of a natural pandemic. Gates answered: “Well, no, we’re not doing enough.” He then turned to cyber.
His reason is money. Gates said cyberattacks lead “because, there, there’s a known business model where you threaten to do something and then ask somebody to pay you for that, or you create a disruption that changes something in the stock market or some betting thing that you go and do.”

Safeguards That Can Be Taken Out
Gates located the problem in what happens to a model after its developer ships it. “We put in safeguards to try and avoid you doing cyberattacks. We put safeguards in to avoid you doing bioterrorism, but, right now, you’re allowed to take all those safeguards out,” he said.
He then gave the combination he is worried about: “So, when you have bad people, no safeguards, and then the latest models, that’s where, over the next year, primarily in the cyber area, we are going to have a lot of negative surprises.”
Loss of Control Is ‘Years Away’
Gates separated misuse from runaway AI. “And so the real danger right now is not that AI is getting out of control. We need to work on that, but that’s years away in terms of the big impact that might have,” he said.
Tapper quoted Sam Altman warning against “the trap of doomerism” and asked whether Gates had fallen into it. Gates said that “all responsible AI leaders, including Sam Altman, including Dario Amodei, they are telling the world, this is very concerning.” He added: “When people act like all of humanity is at risk in some imminent way, that is going too far.”
He still ranked AI above other regulated technologies. Compared with cars, planes or drugs, he said, “this is more dangerous than any of those.”

From Self-Governance to Safety Groups
Tapper put it to Gates that leaders in Washington say AI companies should self-police, with the FBI and Justice Department handling crimes. Gates said the companies should not be the last word. “The idea that for the most dangerous technology humans ever invented, that that’s the final word, that just the companies themselves are the only check that society has…it’s clear we’re not doing enough,” he said.
He said he expects government “to get more sophisticated, and we will have safety groups, like we do for those other domains,” and that “I will certainly be a strong voice for that.” Gates also said the industry has been unusually open: “I don’t think there’s any industry that’s ever been as open about their concerns.” The imbalance, in his account, is that academics, policymakers and politicians “have far less awareness of how complex and how powerful these tools are.”
Jobs, an AI Tax and Washington
On jobs, Gates said society will have to decide “how do we tax AI usage or robot usage?” and where human jobs are preserved. He said the idea of reserving work for humans “may sound bizarre, but, in fact, we will get there.”
Asked whether he had heard from President Trump, Gates said he had heard from a number of politicians and is “hopeful, in time, I will get my chance to talk with President Trump and his key people.”
What Tapper Put to Him
Tapper opened the segment with Anthropic’s report that its AI agents accessed government websites, applied for State Department visas and submitted a false tip about a homicide to Philadelphia police. He also quoted Gates’s earlier descriptions of AI as “aliens” created in a lab and an “evolutionary event.” Those framings are Tapper’s questions; the quotations in this piece are Gates’s answers on the programme.
The Structural Read
Gates drew two lines in the interview. The first is between misuse and loss of control: he called misuse in cyberattacks the front to watch over the next year and said loss of control is years away in terms of its big impact.
As we read it, the second line is between the developer and whoever runs the model afterwards. Gates said developers put in safeguards against cyberattacks and bioterrorism, and that right now those safeguards can be taken out.
The third is institutional. Gates said the companies themselves should not be the only check and that he expects government safety groups like those for planes, cars and medicines, and he said he will be a strong voice for that.

Three Implications
SECURITY TEAMS Gates said the cyber business model he worries about is threatening to do something and asking for payment, or creating a disruption that moves a market or a bet.
AI DEVELOPERS Gates said safeguards built in against cyberattacks and bioterrorism can currently be taken out, and that the companies should not be society’s only check.
POLICYMAKERS Gates said he expects government to get more sophisticated over the next year, with safety groups like those for other dangerous domains, and that he will push for them.
The Business Engineer Lens
This story maps onto the Business Engineer framework Inside Anthropic’s Permission Layer.
The analysis puts it this way: “The governance layer sits at the intersection of capability, regulation, national security, access control, and geopolitical alignment.”
As we read it, Gates’s interview is an argument about who should run that layer: he said the companies should not be the only check and that safeguards which can be removed are where the next year’s cyber surprises come from.
What Is Not Established
Gates gave expectations for the next year, not figures or a dated plan. CNN’s page labels its text a rush transcript that “may not be in its final form and may be updated.” In the transcript, Gates says safeguards can be taken out but does not say which models or products he means, and the shape of the safety groups he expects is left open beyond his comparison with planes, cars and medicines.
The Bottom Line
Gates said on the programme that the near-term AI risk he expects is misuse in cyberattacks by people running models with the safeguards removed, while loss of control is years away. He said he expects the industry to move beyond self-governance within a year and plans to argue for government safety groups.
