Waymo Targets Madrid Riders in 2027, Its Sixth City Abroad

Waymo said on 20 October 2026 that it is “laying the groundwork for our fully autonomous ride-hailing service in Spain, beginning with the Region of Madrid.” The company wrote: “We aim to welcome our first riders in 2027.” Its Spain page says the first areas include Madrid City, Alcobendas and Getafe.

El Mundo reported the same day that Madrid will be the sixth international city where Waymo offers service, alongside London, Singapore, Tokyo, Toronto and Munich.

Business Pill · PHYSICAL AI

A short explainer on physical AI: what changes when AI gets a body. It teaches the general idea only and says nothing about any company in this story.

The key insight: As we read it, Madrid shows how Waymo enters a city: it says it starts with manual driving, then validation with local, trained specialists, before first riders, which it aims to welcome in 2027.

What Waymo Announced

Waymo said its electric Jaguar I-PACE vehicles will appear on the region’s streets in the coming days. It describes a phased approach that “begins with manual driving before progressing to rigorous technical validation with local, trained autonomous specialists behind the wheel.”

Its Spain page says Waymo will test on public roads under guidelines set by the Directorate-General for Traffic (DGT), and adds: “We are not yet offering commercial rides.” El Paรญs reported that Waymo has obtained the authorisations needed to drive on Spanish public roads.

“Madrid is an incredible capital of innovation and an integral part of our growing global presence. We can’t wait to serve Madrileños,” co-CEO Tekedra Mawakana said in the announcement.

Waymo framed the move with its own scale figures: “over 20 million trips completed and hundreds of thousands of commercial rides served each week.” It also said it is “investing in the local operations needed to support our service.”

Waymo’s announced international cities by target year, one icon per city. Madrid, first riders aimed for 2027 (Waymo blog, 20 October 2026), is the sixth international city according to El Mundo (20 October 2026). London timing from El Mundo and El Paรญs (20 October 2026); Tokyo 2027, Singapore 2028 and Toronto 2028 from Waymo’s earlier announcements as cited in our 17 October 2026 piece; no Munich date was given in these reports. The U.S. fleet figure is El Paรญs’s.

Waymo’s International Map

London comes first. El Mundo reported that London will start this year, and El Paรญs reported that London will be the first European city with Waymo cars operating, likely before the end of the year, followed by Munich and Madrid.

Outside Europe, Waymo has said it is preparing a commercial unmanned ride-hailing service in Tokyo in 2027 and fully autonomous ride-hailing in Singapore in 2028, as we reported on 17 October. Toronto is set for 2028, with Waymo’s stated goal of welcoming first riders there that year.

At home, El Paรญs reported that Waymo runs a commercial fleet of more than 4,000 fully electric vehicles in more than 15 U.S. cities. Semafor reported on 19 October that Waymo is looking to reach 20,000 cars by the end of next year, citing people familiar with the matter, as we noted in our Toronto piece.

The Madrid Field

Waymo is not alone in the region. El Mundo reported that Uber and WeRide cars have been circulating in the Madrid region for weeks to learn its streets. El Paรญs reported that Uber said in September it had obtained a DGT permit to test autonomous cars in the capital, without giving a date for a commercial launch.

Connecting the Coverage

Madrid follows Toronto by four days. We reported on 17 October that Waymo plans Toronto robotaxis in 2028, with Element Fleet Management saying it will manage onsite operations for the fleet. Waymo’s Madrid announcement likewise says it is investing in local operations.

The comparison in the U.S. is Tesla. We reported on 11 October that Tesla says it now has more than 300 Cybercabs carrying riders in Austin, which its account called an 8x increase in 30 days.

In a different corner of physical AI, earlier on 20 October we reported that Eka Robotics closed a $150 million Series A at a $1.45 billion post-money valuation, led by a16z and F-Prime, according to TechCrunch.

The Structural Read

As we read it, the map now has a calendar: El Mundo and El Paรญs place London first, likely before the end of the year, with Tokyo in 2027 and Singapore and Toronto in 2028 from Waymo’s earlier announcements.

As we read it, Madrid will not be a one-company test: El Mundo reported that Uber and WeRide cars have been circulating in the region for weeks, and El Paรญs reported that Uber obtained a DGT permit in September.

As we read it, the open item is scale abroad: the announcement gives no Madrid fleet size or fares, while El Paรญs puts the U.S. fleet at more than 4,000 vehicles in more than 15 cities.

Three Implications

A 2027 AIM Waymo says it aims to welcome its first riders in the Region of Madrid in 2027.

THREE FIRST AREAS Its Spain page names Madrid City, Alcobendas and Getafe among the initial areas.

SIX CITIES ABROAD El Mundo counts Madrid as the sixth, alongside London, Singapore, Tokyo, Toronto and Munich.

The Business Engineer Lens

This story maps onto the Business Engineer framework The Four Intelligence Moats.

The framework argues: “Every AI paradigm produces a different kind of moat.” It adds: “Each moat is built by a different data pipeline.”

As we read it, Waymo’s city-by-city sequence, manual driving first and then validation with local specialists, is a local data pipeline that has to be rebuilt in every new region. The framework was published in July 2026 and does not discuss Waymo.

What Is Not Established

The announcement and Spain page we read give no Madrid fleet size, fares, investment amount or launch date beyond the 2027 aim. The sixth-city count is El Mundo’s tally, and the London and Munich timing comes from the Spanish press reports, not from Waymo’s Madrid announcement. Waymo’s trip figures are the company’s own.

The Bottom Line

Waymo has named the Region of Madrid, starting with Madrid City, Alcobendas and Getafe, as its entry point into Spain, with first riders its aim for 2027. El Mundo counts it as the company’s sixth international city, alongside London, Singapore, Tokyo, Toronto and Munich.

A note on sourcing. This piece is built on Waymo’s 20 October 2026 announcement and its Waymo in Spain page, both read in full, and on the 20 October 2026 reports by El Mundo and El Paรญs, read in Spanish and paraphrased in English. The Tokyo, Singapore and Toronto dates, the Semafor fleet report and the Tesla and Eka details come from our earlier coverage. Nothing here is a forecast of ours, and nothing here is financial or investment advice.
