Micron’s Taoyuan union says the report that Micron paused its $4.5 billion Taoyuan plant is not official company information and still needs to be confirmed, the China Times reported on 5 November. The union and the company are due to hold a third round of talks on 6 November, Taoyuan’s labour bureau said.
The labour bureau said it convened two earlier meetings, on 21 and 27 October, and that the two sides still differ. The three meetings fall within 16 days, by our arithmetic. Bloomberg reported on 5 November, citing people familiar, that Micron has all but halted work on the plant.
Business Pill · Concentration
A one-minute explainer of concentration: what happens when a large share of something depends on one supplier, customer or place. It teaches the general idea only and does not discuss Micron.
The key insight: Micron’s Taoyuan union says the report of a pause at the $4.5 billion plant is not official company information and needs confirming; Taoyuan’s labour bureau says the union and the company meet for a third time on 6 November, after two meetings left differences on the bonus base and information transparency.
What Was Reported
The China Times reported, in our translation, that the Micron wafer company and the Micron wafer union will hold their third negotiation meeting on 6 November, and that Taoyuan’s city government will keep helping to clarify the dispute and push the two sides toward a consensus.
The city’s labour bureau said, in our translation, that it held meetings on 21 October and 27 October to help the two sides discuss the basis for calculating bonuses, information transparency and the union’s other demands, and that differences remain.

What the Union Said
In our translation of the China Times report, the Taoyuan union said the news is not a formal announcement by Micron and needs to be further understood and confirmed. It said it still shows goodwill toward the company and is willing to keep negotiating.
The union said it has done nothing to harm the company’s operations since it raised its profit-sharing demand. It said the profit-sharing system it is asking for is already used by Samsung and SK hynix, in our translation, and that sharing profits with employees does not stop a company from expanding for AI.
The union said such unofficial negative news could be a way for some people to pressure it to end the dispute, and that it wants the company to sit down with a proposal rather than put pressure on employees, the China Times reported.
What Bloomberg Reported
A second China Times report, compiling Bloomberg’s 5 November story in our translation, says people familiar with the matter told Bloomberg Micron has stopped construction of Fab 11E in Taoyuan, which had a budget of $3 billion to $4.5 billion, about NT$98.7 billion to NT$148.1 billion. Micron told officials and a supplier, the report says.
The same report carries Micron’s statement that Taiwan plays an important role in its global footprint and that operations are normal; the statement did not address the Taoyuan plant. It says Taoyuan’s city government had not received notice of a pause.
Two Unions, One Plant
Our earlier piece reported that Taiwan’s Labor Minister, Hung Sun-han, said on 4 November that Micron’s October agreement with its Taichung union is a valid contract under the Civil Code, while the Taoyuan union contests it. The 6 November meeting is with the Taoyuan union.

The Structural Read
As we read the China Times report, the dispute at Taoyuan is about how bonuses are calculated and how much the company discloses, the two points the labour bureau says remain open after two meetings.
As we read the union’s statement, it is contesting the framing of the pause report rather than its substance: it says the news is unofficial and needs confirming, and it ties its profit-sharing demand to practices it says Samsung and SK hynix already use.
As we read the dates, the third meeting comes 16 days after the first, by our arithmetic, and a day after Bloomberg’s report of the pause.

Three Implications
FOR THE TALKS The labour bureau says the third meeting is set for 6 November; the reports we read do not say what it is expected to decide.
FOR THE PLANT The China Times compilation of Bloomberg’s report says Fab 11E was budgeted at $3 billion to $4.5 billion and that Micron told officials and a supplier of the pause.
FOR THE COMPANY Micron’s statement, as the compilation carries it, says its Taiwan operations are normal and does not address the Taoyuan plant.
The Business Engineer Lens
This story maps onto the Business Engineer framework The AI Memory Chokepoint.
The framework says that “the binding constraint on AI scaling has quietly shifted to High Bandwidth Memory (HBM).”
As we read it, a labour dispute at a planned HBM and DRAM plant is that constraint seen from the factory floor: where memory capacity gets built depends on agreements on the ground as well as on capital. The framework predates this report and does not discuss it.
What Is Not Established
We did not read Bloomberg’s full article; its details come from the China Times compilation, in our translation. Micron has not publicly confirmed or denied a pause at the plant in what we read. The reports do not give the union’s profit-sharing figure or the company’s latest offer, and they do not say what the 6 November meeting is expected to decide. The 16 days is our arithmetic from the meeting dates.
The Bottom Line
Micron’s Taoyuan union says the report of a pause at the $4.5 billion plant is not official and needs confirming, and it wants the company to bring a proposal. The labour bureau says the two sides still differ on the bonus base and information transparency after two meetings, with a third set for 6 November, 16 days after the first, by our arithmetic.
