Apple has hired Scott Tucker, a longtime deputy general counsel and litigation chief at Meta, as its new litigation chief, Bloomberg reported on 16 October 2026, citing people with knowledge of the matter. Bloomberg says Tucker is becoming Apple’s vice president of global litigation and financial services, “a newly created position overseeing commercial and patent litigation worldwide.”
The hire reunites Tucker with Apple General Counsel Jennifer Newstead, who took over in March after serving as Meta’s top lawyer for six years, according to Bloomberg. Spokespeople for Apple and Meta declined to comment, it reports, and the people asked not to be named “because the move isn’t public.”
Business Pill · SPAN OF CONTROL
A one-minute explainer of span of control: how many people one manager directs, and what changes when a new layer is added. It teaches the general idea only and says nothing about any company in this story.
The key insight: As we read it, Apple is adding a dedicated litigation chief above its existing competition litigator at a time when, per Bloomberg, setbacks in App Store litigation have forced changes to its commission structure that threaten services growth.
What Bloomberg Reports
Bloomberg says Tucker will also “manage legal matters involving the company’s financial offerings.” It notes that he previously held a senior legal position at Morgan Stanley, “giving him experience relevant to his new financial services responsibilities.”
The appointment means Heather Grenier, Apple’s current vice president of commercial and competition litigation, “will move one level lower in the organization, reporting to Tucker instead of directly to Newstead,” Bloomberg reports. It adds that Grenier will still remain on Newstead’s legal leadership team.
Kyle Andeer, Apple’s longtime vice president managing regulatory and product-related legal matters, is seeing his role expand, according to Bloomberg: he is gaining oversight of international legal matters and of functions involving online child safety, cybersecurity and law enforcement.

The Wider Reorganization
Bloomberg describes the changes as “part of a broader reorganization under Newstead, who oversees legal and government affairs.” It says Apple recently hired Nate Gatten, a former American Airlines Group executive, as its vice president of government affairs, and has appointed new government affairs leads for different international regions.
Apple combined its legal and government affairs groups under Newstead after the retirements of Lisa Jackson and previous top lawyer Kate Adams, Bloomberg reports. It says former CEO Tim Cook, now executive chairman, has also taken a leading role in government affairs.
The legal changes sit inside a wider set of moves under CEO John Ternus. Bloomberg lists new leaders for the App Store, events and corporate functions such as information security and real estate, the departure of the longtime Apple Pay chief, a replacement of the head of mergers and acquisitions, and a reorganization of the hardware engineering division. On 15 October we reported that Apple CEO Ternus would not rule out China memory, and that Cook said Apple Intelligence is approved in China.
The Cases Apple Faces
Bloomberg says Apple is waging “a variety of legal battles, including a sweeping US antitrust lawsuit, its long-running dispute with Epic Games Inc. over App Store restrictions, and litigation related to privacy and delays to Siri features.”
According to Bloomberg, the company has faced billions of dollars in judgments and settlements in recent years, and regulators in the US and Europe have challenged business practices central to the iPhone maker’s operations. It reports that some Apple executives believe the company “hasn’t fared as well in court as it should have, particularly in litigation involving the App Store.”
Bloomberg says those setbacks have forced Apple to change its commission structure and the circumstances under which it can charge developers, and that the changes “threaten to significantly slow growth in Apple’s services business, a key driver of revenue expansion in recent years.”
Grenier took over the litigation role just before Apple’s trial against Epic Games began in 2021, Bloomberg notes, and her tenure has spanned two leadership transitions: Ternus’s appointment as CEO and Newstead’s arrival.
The Structural Read
As we read it, the new structure puts commercial and patent litigation worldwide under one vice president, Scott Tucker, with Heather Grenier reporting to him and both inside General Counsel Jennifer Newstead’s organization, according to Bloomberg.
As we read it, two of the senior legal hires now come from Meta: Bloomberg reports that Newstead was Meta’s top lawyer for six years before joining Apple in March, and that Tucker was a longtime deputy general counsel there. Bloomberg calls the changes part of a broader reorganization under Newstead.
As we read it, the stakes are commercial as well as legal: Bloomberg says the App Store setbacks have forced Apple to change its commission structure and threaten to significantly slow growth in its services business.

Three Implications
APPLE’S SERVICES BUSINESS Bloomberg says the commission changes forced by court setbacks threaten to significantly slow growth in services, a key driver of revenue expansion in recent years.
DEVELOPERS AND PAYMENT PARTNERS Tucker’s remit includes legal matters involving Apple’s financial offerings, Bloomberg reports, alongside commercial and patent litigation worldwide.
RIVAL PLATFORMS Bloomberg says Apple faces a US antitrust suit, the Epic Games App Store dispute and privacy and Siri-delay litigation, and that US and European regulators have challenged practices central to the iPhone maker.
The Business Engineer Lens
This story maps onto the Business Engineer framework The Open vs Closed Meta-Framework.
The framework states the pattern as: “Close the SCARCE layer (keep proprietary) + Open the ABUNDANT layer (commoditize)”.
As we read it, the App Store is the layer Apple has kept closed, and Bloomberg’s account shows litigation pressing on it: setbacks in App Store cases have forced Apple to change its commission structure and the circumstances under which it can charge developers. The framework predates the report and does not discuss Apple’s legal team.
What Is Not Established
Bloomberg’s account rests on people with knowledge of the matter; Apple and Meta declined to comment, and Bloomberg says the move isn’t public. We found no Apple announcement of the appointment.
Bloomberg does not give a start date for Tucker, his compensation, or which specific cases he will take over from Grenier.
The Bottom Line
Bloomberg reports that Apple has hired Meta’s Scott Tucker as vice president of global litigation and financial services, a new role overseeing commercial and patent litigation worldwide, with Heather Grenier now set to report to him.
The move is part of General Counsel Jennifer Newstead’s reorganization of legal and government affairs, as Apple fights a US antitrust suit and the Epic Games App Store dispute, according to Bloomberg.

A note on sourcing. We read in full Bloomberg’s report by Mark Gurman (16 October 2026) on 17 October 2026; every quotation and fact about the hire comes from it, and Bloomberg attributes the move to people with knowledge of the matter. We checked Apple’s newsroom feed and leadership page and found no mention of Tucker. We did not contact Apple, Meta or Tucker. The references to our earlier reporting link to our own pieces.
