Quad Pledges $85M for AI but Calls It ‘Super Intelligence’

The foreign ministers of the United States, Australia, India and Japan said they intend to provide “over $85 million of technical and financial assistance to support access to trusted SI across the Indo-Pacific”, in a joint press release the State Department published after their meeting in Atlanta on 31 October.

SI stands for Super Intelligence, the term a US executive order told federal agencies to use in place of AI. The release carries a footnote: “In Australia, India, and Japan, ‘Super Intelligence’ refers to ‘artificial intelligence.’” By our count, the text uses SI 8 times, one of them in a subheading, and AI not once.

Business Pill · Sovereign AI

A short explainer on sovereign AI: why governments want control over their AI stack. It teaches the general idea only and says nothing about the Quad or any government in this piece.

The key insight: As we read the release, the four Quad governments pledged over $85 million to support access to trusted SI and wrote the US term into a joint text, with a footnote saying it means artificial intelligence in Australia, India and Japan.

What the Quad Ministers Pledged

The release says the ministers “highlighted the importance of Super Intelligence (SI) and initiatives like Pax Silica to the future of economic growth”. The $85 million is to flow in part “through the Quad SI Accelerator”.

The release does not say how the $85 million is split among the four governments, which countries receive it, or over what period it is spent.

On hardware, the ministers “will launch a new effort to identify semiconductor and SI supply chain chokepoints before they cause disruptions”, the release says. They also committed to identifying priority countries for trusted 5G, 6G and Open RAN projects and to “exploring future cooperation on SI RAN”.

Where Super Intelligence replaced artificial intelligence in official documents: Executive Order 14434 (29 September 2026), the SEC FY2027 examination priorities (23 October) and the Quad joint press release (31 October), whose footnote says the term means artificial intelligence in Australia, India and Japan. Counts and day intervals are our arithmetic.

Minerals, Ports and a Business Forum

The release says Quad countries welcomed “the U.S. commitment to provide $10 million to promote infrastructure and facilities in India and ASEAN countries that recover critical minerals from waste”. By our arithmetic, the $85 million for SI is 8.5 times that commitment.

The ministers announced “the first-ever Quad Business Leaders’ Forum”, and Quad export credit agencies will convene in Tokyo on November 18, the release says. It also restates concern about “economic coercion, including through arbitrary export restrictions”.

How the Term Travelled

President Donald Trump signed Executive Order 14434 on 29 September, telling agencies to use Super Intelligence and SI in place of Artificial Intelligence and AI, as we reported. The SEC’s examination priorities switched to SI on 23 October.

The Quad text, issued in the names of all four ministers 32 days after the order by our arithmetic, is the first document we have seen in which allied governments adopt the term, with the footnote translating it back for three of them.

The Business Lever: Allied Money for a Trusted Stack

As we read the release, the four governments are tying assistance to “trusted SI” and pairing it with a chokepoint review of chips and SI hardware, so the pledge is about whose AI stack the Indo-Pacific uses as much as about cash.

For scale, by our arithmetic $85 million is about 3% of the $2.6 billion in cash Aramco is contributing to one Saudi AI company, HUMAIN, in 2026.

The Structural Read

As we read the timing, the term reached a four-country text 32 days after Executive Order 14434 was signed, by our arithmetic.

As we read the hardware line, the release pairs the access pledge with a separate effort to identify semiconductor and SI supply chain chokepoints; it attaches no money to that effort.

As we read the scale, $85 million is 8.5 times the US $10 million critical-minerals commitment in the same release and about 3% of the $2.6 billion Aramco is putting into HUMAIN in cash, both by our arithmetic.

Three Implications

FOR INDO-PACIFIC GOVERNMENTS The release says the assistance is to support access to trusted SI across the Indo-Pacific, including through the Quad SI Accelerator.

FOR CHIP AND HARDWARE SUPPLIERS The release says Quad countries will launch an effort to identify semiconductor and SI supply chain chokepoints.

The Business Engineer Lens

This story maps onto the Business Engineer framework AI’s Geopolitical Chokepoint.

The framework puts it plainly: “The digital economy rests on a physical foundation that most people in that economy never see.”

As we read it, a four-government review of chip and SI hardware chokepoints is an attempt to map that foundation. The framework is the owner’s argument and does not discuss the Quad.

What Is Not Established

The release does not break the $85 million down by country, recipient or year, does not say what the Quad SI Accelerator funds, and does not name the chokepoints to be reviewed. The SI and AI counts, the 8.5 times, 3% and 32-day figures are our arithmetic.

A note on sourcing. The pledge, quotations and footnote come from the Quad joint press release published by the U.S. State Department on 31 October 2026; the executive order and SEC details come from our earlier reporting. The SI and AI counts (8 uses of SI, one in a subheading, as listed in (C)), 8.5 times, 3% and 32-day figures are our arithmetic. We did not contact the four governments.
