President Donald Trump signed Executive Order 14434, “Inaugurating the Era of Super Intelligence,” on 29 September 2026. It says that, “to the maximum extent permitted by law,” executive departments and agencies shall use Super Intelligence and SI in place of Artificial Intelligence and AI.
On 8 October 2026 Trump posted on Truth Social that the White House considers anyone who uses the older term “THE ENEMY!” NASA’s page on the technology now sits at a super-intelligence web address, with a note that the agency is updating its communications “as directed.”
Business Pill · FORM AND SUBSTANCE
A short explainer of form and substance: when the label on something is not the same as what it is. It teaches the general idea only and says nothing about any government or company in this story.
The key insight: As we read it, the order changes the federal vocabulary before it changes the law: Super Intelligence is defined by the existing statutory definition of artificial intelligence, and contracts and grants already issued are left as they are.
What the Order Requires
Section 2(a) of the order lists where the new terms apply: “official correspondence, public communications, websites, reports, policy documents, and other non-statutory documents within the executive branch.”
Section 1 adds that the executive branch “will not acknowledge the usage” of the older terms “in any applicable setting.”
Section 2(b) sets a limit. It says nothing in that section requires the alteration of “previously issued regulations, Presidential actions, contracts, grants, or other historical documents.”
The order’s stated reason is capability. It says today’s technologies “far exceed what was envisioned” when the older term came into use, and that Super Intelligence “more appropriately captures the promise, potential, and rapidly advancing capabilities of these technologies.”

Same Definition, New Name
Section 3(a) defines the new terms by the old one. Super Intelligence and SI mean the technologies and systems covered by the term artificial intelligence “as defined in section 9401(3) of title 15, United States Code.”
That definition governs the order “unless and until superseded by subsequent Presidential action consistent with applicable law or by an Act of Congress.”
Section 3(b) gives the Assistant to the President for Science and Technology 60 days to submit proposed legislative language for a Federal definition of Super Intelligence. By our arithmetic, 60 days from 29 September 2026 is 28 November 2026.
The order says that proposal shall include an assessment of whether the new definition should modify, expand upon or supersede the existing statutory definition, any conforming amendments to statutory references, and recommendations for further executive action.
Section 4 says the order shall be implemented subject to the availability of appropriations, and that the costs of publishing it shall be borne by the Office of Science and Technology Policy.

The 8 October Post
The Truth Social post reads, in full:
The White House considers anyone that uses the term, “Artificial Intelligence,” as opposed to the highly accepted new and more accurate term, “Super Intelligence,” THE ENEMY! President DONALD J. TRUMP
We read the post through the Trump’s Truth archive, which records it as posted on Thursday 8 October 2026 at 12:14 pm EDT and gives the original Truth Social address and status ID. Truth Social itself returned a bot check to our fetcher.
The post is one sentence long. It does not mention the executive order by number or describe any consequence.
How NASA Has Applied It
NASA’s page at nasa.gov/super-intelligence/ carries this note: “Per the Sept. 29, 2026, Executive Order 14434: Inaugurating the Era of Super Intelligence, NASA is working to update its communications to incorporate the term” Super Intelligence “as directed.”
When we checked on 10 October 2026, the older nasa.gov/artificial-intelligence/ address and nasa.gov/si/ both redirected to that page.
The page lists Kevin Murphy as “NASA Chief Data and Super Intelligence Officer (Acting)” and uses SI in its body text, for example: “SI allows spacecraft to autonomously make decisions and keep working even when they’re out of contact with Earth.”
Older wording remains in places. The page’s section navigation is still headed Artificial Intelligence, several of its links still use artificial-intelligence addresses, and its news list includes a NASA blog post from 15 September 2026 with AI in its headline.
The Structural Read
The scope is the executive branch. Section 2(a) lists correspondence, public communications, websites, reports and policy documents inside it.
The legal meaning is unchanged for now. Section 3(a) ties Super Intelligence to the statutory definition of artificial intelligence in 15 U.S.C. 9401(3).
The next step is a drafting task. Section 3(b) gives the Science and Technology adviser 60 days to propose legislative language for a Federal definition.
Executive Order 14434, 29 September 2026
“The terminology used by the Federal Government should reflect the transformative capabilities of these technologies and the limitless opportunities they create for the American people.”
Three Implications
AGENCY WORDING Per section 2(a), agency correspondence, websites and reports are where the new terms apply; NASA’s page shows one agency applying them.
EXISTING PAPERWORK Per section 2(b), previously issued regulations, contracts and grants do not have to be altered.
THE DEFINITION Per section 3, the statutory definition stays in place unless superseded by later Presidential action or an Act of Congress.
The Business Engineer Lens
This story maps onto the Business Engineer framework The Product Overhang Doctrine.
The framework’s starting point: “In any product cycle, there are two curves to follow.” The first is what the underlying technology can do; the second is what users can actually do with it.
As we read it, the order’s case for the new name rests on the first curve: it says today’s technologies “far exceed what was envisioned” when the older term came into use. The order addresses vocabulary only; the second curve is outside its text.
What Is Not Established
We read one agency page, NASA’s. Reports about other agencies and about companies changing their own wording were not checked against first-party texts and are not used here.
The order’s implementation section addresses executive departments and agencies; the text we read places no requirement on private companies. We did not contact the White House, the Office of Science and Technology Policy or NASA.
The Bottom Line
Executive Order 14434 changes the words the executive branch uses, not, for now, the legal scope: Super Intelligence is defined by the existing statutory definition of artificial intelligence until later Presidential action or an Act of Congress. Proposed legislative language is due within 60 days of 29 September 2026, and NASA’s page shows the change being applied, with older wording still in places.

A note on sourcing. We read Executive Order 14434 in full on whitehouse.gov, Trump’s 8 October 2026 Truth Social post through the Trump’s Truth archive, and NASA’s super-intelligence page on 10 October 2026. Reports about other agencies and companies were not used. We did not contact the White House, the Office of Science and Technology Policy or NASA. Nothing here is a forecast, and nothing here is financial or investment advice.
