GF Tops Out โ‚ฌ1.1B Dresden Build, Plans 7nm-Class FD-SOI

GlobalFoundries marked the topping-out of its €1.1 billion SPRINT expansion in Dresden on 9 October 2026 and said the project is expected to raise the site’s annual capacity to more than one million 300mm wafers by the end of 2028, making Dresden Europe’s largest foundry site.

At the same ceremony GF announced FDX Fusion, a next-generation fully depleted silicon-on-insulator (FD-SOI) platform for Physical AI. The company says it plans to start manufacturing it in Dresden in 2028, targeting seven-nanometre-class digital performance.

Business Pill · PHYSICAL AI

A short explainer of physical AI: when AI gets a body. It teaches the general idea only and says nothing about any company in this story.

The key insight: As we read it, GF is pairing more capacity with a platform aimed at a different AI market from the data-centre build-out: chips for machines that sense and act at the edge, made in Europe under the Chips Act framework.

The Dresden Numbers

GF says the Dresden site employs around 3,000 people, runs about 60,000 square metres of cleanroom and laboratory space and has annual production capacity of up to 950,000 300mm wafers, depending on product mix. It says it has invested more than €10 billion there since 2009.

On our arithmetic, moving from up to 950,000 to more than one million wafers a year is an increase of at least about 5%. GF says the added capacity will serve automotive, aerospace, industrial IoT and defense applications.

According to the release, SPRINT is supported by the European Union, the German federal government and the Free State of Saxony under the European Chips Act, and the construction phase was completed on schedule and on budget. GF says the expansion will also let it offer Europe-only processes and data flows for customers with stringent security requirements.

GlobalFoundries Dresden after SPRINT, per GF on 9 October 2026: more than one million 300mm wafers a year by the end of 2028, up from up to 950,000 today depending on product mix; EUR 1.1 billion expansion.

What FDX Fusion Is

GF says the first generation of FDX Fusion is expected to deliver seven-nanometre-class digital performance with RF performance up to 0.5 THz ft/fmax, and more than a 2x density improvement over its first-generation FDX technology.

Demonstrator silicon is targeted for early customer evaluation in early 2027, with an initial process design kit planned for mid-2027, according to the roadmap release. GF says it is engaged with several customers on early development and evaluation.

The start of FDX Fusion development work in Dresden is contingent on the German federal government approving the IPCEI Advanced Semiconductor Technologies project start for GF Dresden, the release says.

FDX Fusion targets per GF’s roadmap release of 9 October 2026: more than 2x density versus first-generation FDX, seven-nanometre-class digital performance, demonstrator silicon in early 2027, an initial design kit in mid-2027 and manufacturing in Dresden from 2028.

Who Backed It

The roadmap release carries statements from BMW, Bosch, CEA-Leti, Infineon, NXP, Siemens and Tesla. Infineon says it is strengthening its collaboration with GF to define and explore future 7nm class FDX Fusion technologies for radar and wireless products.

“GF’s technology roadmap reflects the type of semiconductor investment needed to bring physical AI to the masses,” said Karn Budhiraj, Tesla’s vice president of supply chain.

“Europe’s industrial base depends on chips that have to be available, trusted and built close to the customers who rely on them,” said Tim Breen, chief executive of GlobalFoundries.

The Structural Read

The capacity step is incremental. On our arithmetic, going from up to 950,000 to more than one million wafers a year is at least about a 5% increase.

The platform comes later. GF targets demonstrator silicon in early 2027, an initial design kit in mid-2027 and manufacturing in 2028.

Public approval is a condition. GF says FDX Fusion development work in Dresden depends on German approval of the IPCEI AST project start.

Three Implications

EUROPE’S LARGEST FOUNDRY SITE GF says SPRINT will make Dresden Europe’s largest foundry site by the end of 2028.

A 7NM-CLASS TARGET FDX Fusion targets seven-nanometre-class digital performance and more than 2x the density of first-generation FDX, per GF.

NAMED PARTNERS BMW, Bosch, CEA-Leti, Infineon, NXP, Siemens and Tesla gave statements in GF’s roadmap release.

The Business Engineer Lens

This story maps onto the Business Engineer framework AI’s Geopolitical Chokepoint.

The framework’s starting point: “The digital economy rests on a physical foundation that most people in that economy never see.”

As we read it, GF’s Dresden announcement is that foundation being built in Europe with public support, and its stated customers are carmakers, industrial and defence buyers rather than the data-centre chip market.

What Is Not Established

We read both GF releases of 9 October 2026 in full. The capacity, density and timing figures are GF’s targets and expectations, and FDX Fusion development depends on a pending German approval. The releases we read name no customer orders. We did not contact GlobalFoundries or the companies quoted.

The Bottom Line

GlobalFoundries says its €1.1 billion Dresden expansion is on track to lift the site above one million 300mm wafers a year by the end of 2028, and that it plans to make its seven-nanometre-class FDX Fusion platform there from 2028, subject to German approval of the development project.
