Anthropic Opens Singapore Office, Where Claude Use Ranks 2nd

Anthropic said on 14 October 2026 that it has opened an office in Singapore, its fifth in the Asia-Pacific region, and signed a Memorandum of Understanding (MOU) with Singapore’s Ministry of Digital Development and Information.

Anthropic says Singapore is one of its most active markets anywhere in the world, and that in its latest Economic Index Singapore ranks second of 121 countries in Claude.ai usage relative to its population, at nearly six times what its size alone would predict.

Business Pill · EMBEDDED DEPENDENCY

A one-minute explainer of embedded dependency: when one supplier’s part sits inside another product, the buyer depends on both, often without seeing it. It teaches the general idea only and says nothing about any organisation in this story.

The key insight: As we read it, Anthropic is pairing a sales presence with a government channel: its post announces both a local office for customers such as GovTech, DBS and Grab, and an MOU covering model evaluation, testing standards and incident response.

What Anthropic Announced

In its post, Anthropic says Claude already powers Singaporean business and government services used by millions of people every day, naming GovTech Singapore, Grab and DBS. It says a growing local team will work with those organizations and others.

“We’re committed to Singapore for the long term,” said Dale Finlay, Anthropic’s General Manager of ASEAN, according to the post. The office is now open and hiring, Anthropic says.

What Was Posted on X

Anthropic announced the office in this post on 14 October 2026. It says the Singapore office is its fifth in the Asia-Pacific region and that it has signed an MOU with the Government of Singapore on AI safety and responsible adoption, linking to the full announcement.

What the MOU Covers

According to Anthropic, the MOU was signed by Kai Fong Chng, Permanent Secretary of the ministry, and Anthropic co-founder Ben Mann on the sidelines of Singapore International Cyber Week, with Minister Josephine Teo and Anthropic’s Head of APAC Policy, Michael Sellitto, as witnesses.

Anthropic says it sets out cooperation in AI safety, security and model evaluation; research on AI adoption and its impact; and responsible adoption across the public and private sectors. It says it plans technical exchanges with Singapore’s AI safety, security and assurance institutions on model evaluation, testing standards and incident response, and to share research and data with the government, including from the Anthropic Economic Index.

“This partnership with Anthropic reflects the Government’s commitment to scaling up the responsible adoption of AI,” Chng said, as quoted in Anthropic’s post.

Who Uses Claude There, Per Anthropic

Anthropic says more than 1,500 engineers and technical staff at GovTech Singapore have adopted Claude Code, and that the Cyber Security Agency of Singapore is exploring how Claude could help strengthen the country’s cyber defense.

It says DBS works with Claude across use cases in its Singapore operations, GIC is rolling out Claude across its investment and corporate services teams, and Grab powers its BriX sales assistant with Claude, which Anthropic says saves Grab’s sales teams approximately 40,000 hours every quarter. Sea works with Claude on Shopee’s customer service chatbot, the post says.

Anthropic adds that regulated organizations can run Claude with in-region inference on Amazon Bedrock. The post says Anthropic hosted more than 300 developers at a Builder Summit, and that a community meetup earlier in the week drew more than 700 local builders.

Anthropic’s Asia-Pacific Build-Out

The office follows Kyodo’s report, which we covered on 13 October, that NTT is weighing a data center in Osaka for Anthropic, which would be its first core site in Japan. Anthropic’s Singapore post does not mention Japan.

The Structural Read

As we read it, the usage figure is the case Anthropic makes for the market: its Economic Index puts Singapore second of 121 countries in Claude.ai usage relative to population.

As we read it, the customer list is weighted to regulated and public-sector buyers: the post names GovTech, the Cyber Security Agency, DBS and GIC, and says regulated firms can run Claude with in-region inference on Amazon Bedrock.

As we read it, the MOU is an evaluation relationship as much as an adoption one: Anthropic says it plans technical exchanges on model evaluation, testing standards and incident response.

The Business Engineer Lens

This story maps onto the Business Engineer framework Inside Anthropic’s Permission Layer.

The framework puts it this way: “It is helping define the rules, permissions, and boundaries around frontier intelligence.”

As we read it, an MOU on evaluation, testing standards and incident response with a national government is one concrete form of that role.

What Is Not Established

Anthropic does not give the size of its Singapore team, any revenue figure for Singapore or the full MOU text. The customer figures, including the 1,500 GovTech staff and Grab’s 40,000 hours a quarter, are as Anthropic states them; we have not seen the customers’ own figures.
