What Was Posted on X
@DeItaone posted this at 13:45 UTC on 3 November, relaying an Al-Araby Al-Jadeed report, citing sources close to the mediation team, that Washington approved a draft memorandum of understanding Qatari mediators presented to Iran. The post itself says the reports remain unconfirmed, with no official agreement announced.
Al-Araby Al-Jadeed reported on Tuesday, 3 November, citing sources close to the mediation team, that Washington has approved a draft memorandum of understanding that Qatari mediators presented to Iran. The report is unconfirmed: no official agreement has been announced, and we found no statement from the White House, the State Department, or the Iranian or Qatari foreign ministries confirming it as of 14:55 UTC.
Oil moved first. In CNBC’s one-minute futures data, January Brent fell from $105.14 at 13:25 UTC to a low of $100.80 in the 13:46 minute, a drop of $4.34, or 4.1%. By 14:50 UTC it was back at $103.42, having won back 60% of the fall, by our arithmetic.
Caveat: this rests on one outlet’s anonymous sources. On Tuesday a senior Iranian official told Reuters the two sides remain far apart.
Business Pill · Financial Conditions
A short explainer on financial conditions: several prices pulling on the economy at once. It teaches the general idea only and does not discuss the Iran talks or the oil move in this piece.
The key insight: As we read the minute data, the oil move around the report did not hold: Brent fell $4.34 within about 20 minutes, then won back 60% of that fall by 14:50 UTC, by our arithmetic, while no official confirmed the draft.
What Was Reported
The report spread on X through @DeItaone, whose post at 13:45 UTC read: “Washington has reportedly approved a draft memorandum of understanding presented to Iran by Qatari mediators, according to Al-Araby Al-Jadeed, citing sources close to the mediation team”. The same post added: “The reports remain unconfirmed, with no official agreement announced.”
Market news service Newsquawk ran the headline on its live feed at 13:51 UTC. In its write-up of the report, the mediation team briefed Saudi Arabia and the UAE, which approved the memorandum. Washington and Tehran made concessions on Iran’s nuclear programme and frozen funds, according to the report, and both sides would announce the agreement at the same time.
We have not located the original Al-Araby Al-Jadeed article on its website; the wording above is as relayed by @DeItaone and Newsquawk. Persian outlet Fararu carried the same report at 14:40 UTC, citing Al-Araby Al-Jadeed.

What Officials Have Said
On Tuesday, a senior Iranian official told Reuters that Iran and the US remain far apart, that nuclear talks could start only after Iran’s conditions were met, and that those conditions must be met if the US wants the Strait of Hormuz reopened.
Qatar’s foreign ministry spokesman, Majed al-Ansari, told a news briefing that both sides remain in the mediation process and are reviewing proposals from the mediators. An official familiar with the talks told Reuters that Qatari mediators expect replies from both sides within 36 hours on a new proposal.
Newsquawk noted that the report comes from a single outlet and that in similar past episodes initial moves were often partly reversed.
What the Futures Did
The fall began in the 13:26 UTC minute, about 19 minutes before the @DeItaone post, in CNBC’s one-minute bars. We do not know when Al-Araby Al-Jadeed first published the report. Newsquawk said crude “tumbled USD 4/bbl and extending following the reports”.
December WTI followed the same path: from $97.44 at 13:25 UTC to a low of $93.59 at 13:34, a fall of 3.95%, then back to $95.85 by 14:50, a 59% recovery, by our arithmetic. At 14:50 Brent was still $1.72, or 1.6%, below its 13:25 level and 1.3% below Monday’s close of $104.77.
E-mini Nasdaq 100 futures rose 0.70% from 13:25 to 13:31 UTC, before the US stock market opened at 14:30 UTC. By 14:50 they held a gain of 0.34% from 13:25, by our arithmetic.
Why It Touches the AI Trade
On Monday, Bloomberg tied lower oil to relief for tech stocks, reporting that futures rose as falling oil prices offered relief after a bruising week for the AI trade. We covered that move in our piece on US crude falling below $100.
The Gulf is also where some of the largest AI builds sit. Stargate UAE, the 1-gigawatt first phase of the UAE-US AI Campus in Abu Dhabi, is a $30 billion project, Reuters reported in September. In October, the secretary of Iran’s Supreme National Security Council named data centres and AI facilities as possible targets in a war, as we reported in Iran flags AI sites as OpenAI’s Stargate UAE is built. On Monday, Abu Dhabi entities signed four agreements with OpenAI.
The business lever here is the oil price, an input into the energy costs and inflation backdrop that AI stocks trade against. The report does not mention AI or data centres.

The Structural Read
As we read the timing, the fall began in the 13:26 UTC minute, 19 minutes before the @DeItaone post; the minute bars show when prices moved, not why.
As we read the official statements, Qatar describes an active mediation, while the Iranian official quoted by Reuters says the sides remain far apart; neither confirms or denies that Washington approved a draft.
As we read the Nasdaq 100 futures, the 0.70% rise between 13:25 and 13:31 UTC came before the US stock market opened, and by 14:50 UTC the contract held about half of it, a gain of 0.34%, by our arithmetic.
@DeItaone on X, 13:45 UTC, 3 November 2026
“The reports remain unconfirmed, with no official agreement announced.”
Three Implications
FOR OIL BUYERS Brent was at $103.42 at 14:50 UTC, 1.3% below Monday’s close of $104.77, in CNBC data; the low after the report was $100.80.
FOR THE AI TRADE Nasdaq 100 futures were 0.34% above their 13:25 UTC level at 14:50 UTC, by our arithmetic, after a 0.70% rise in the first six minutes of the oil fall.
FOR THE TALKS An official familiar with the talks told Reuters that Qatari mediators expect replies from both sides within 36 hours on a new proposal.
The Business Engineer Lens
This story maps onto the Business Engineer framework AI’s Geopolitical Chokepoint.
The framework argues: “The digital economy rests on a physical foundation that most people in that economy never see.”
As we read it, oil, one of the physical inputs behind the energy backdrop for AI, fell more than 4% in the minutes around an unconfirmed report from a mediation track. The framework is about minerals and supply chains; it does not discuss oil or the Iran talks.
What Is Not Established
It is not established that Washington approved any draft. No US, Iranian or Qatari official has confirmed the report, and the text of the draft has not been made public.
It is not established that the report caused the 13:26 UTC move: the minute bars show timing, not cause, and we do not know when the report was first published. The prices here are intraday, not settlement, prices, and the fall had been 60% reversed within about an hour of the low.
The Bottom Line
An unconfirmed Al-Araby Al-Jadeed report that Washington approved a Qatari-mediated draft memorandum with Iran coincided with a $4.34 fall in Brent. Within about an hour of the low, by 14:50 UTC, Brent had won back 60% of that fall, by our arithmetic, while an Iranian official told Reuters the sides remain far apart.
