The Trump administration has asked OpenAI to stagger the release of GPT-5.6 over security concerns. Two key government agencies β the Office of the National Cyber Director and the Office of Science and Technology Policy β are involved.
CEO Sam Altman told staff that GPT-5.6 would release in a limited preview with the government “approving access customer by customer during this preview period.”
This follows the June 2 executive order directing federal agencies to establish a framework for secure deployment of frontier models β which explicitly includes a process for developers to voluntarily give the government early access up to 30 days before release.
The pattern: June 12 β government shuts down Fable 5 (Anthropic). June 25 β government asks OpenAI to stagger GPT-5.6. Two weeks apart. Both frontier labs now operate under government model-release approval. The Permission Layer isn’t Anthropic-specific anymore. It’s industry-wide.

The June 2 executive order said the framework was “voluntary.” Two weeks later, the government shut down Fable 5 and asked OpenAI to stagger GPT-5.6. The word “voluntary” is doing less work every day. When the government asks and both labs comply, the voluntary framework is a mandatory framework with better PR.
